Unsurprisingly, given the long history of women being an exploited sex-class, there tends to be a disproportionately high percentage of women in such low paid positions.\u00a0 Brooke van Velden, \u201cMinister for Workplace Relations and Safety and Minister of Internal Affairs \u2013 <a href=\"https:\/\/www.1news.co.nz\/2023\/11\/28\/chloe-swarbrick-blasts-grab-bag-of-random-policies-from-govt\/\" target=\"_blank\" rel=\"noopener\">said she plans to repeal Fair Pay Agreements by Christmas<\/a>, &#8220;to give business owners certainty as employers going into the new year&#8221;\u201d.<a href=\"#_edn1\" name=\"_ednref1\">[i]<\/a> \u00a0This agreement became law at the end of last year. It \u201callows employers and employees to collectively bargain at an industry-wide level.\u201d <a href=\"#_edn2\" name=\"_ednref2\">[ii]<\/a><\/p>\n<p>This is particularly important for the likes of hospitality workers in an industry that employs a high proportion of women,<a href=\"#_edn3\" name=\"_ednref3\">[iii]<\/a> especially as their union membership is low.<a href=\"#_edn4\" name=\"_ednref4\">[iv]<\/a> It is therefore not surprising that, in the run-up to the October 2023 election, the <a href=\"https:\/\/www.rnz.co.nz\/news\/business\/500522\/majority-of-restaurant-owners-want-fair-pay-legislation-repealed-survey-finds\" target=\"_blank\" rel=\"noopener\">NZ restauranteurs association quickly supported<\/a> <a href=\"#_edn5\" name=\"_ednref5\">[v]<\/a> the National and ACT parties\u2019 policies to end <a href=\"https:\/\/www.1news.co.nz\/2022\/10\/26\/fair-pay-agreements-bill-passes-third-reading-in-parliament\/\" target=\"_blank\" rel=\"noopener\">Labour\u2019s Fair Pay Agreement<\/a>. As I said in my first post on NZ parties\u2019 2023 election policies, given the on-going sex pay gap,<a href=\"https:\/\/womensliberationaotearoa.org.nz\/feminism-is-for-all-women-not-just-the-privileged-few-nz-election-pt1\/\" target=\"_blank\" rel=\"noopener\"> such policies would be harmful to women, especially those on low incomes.<\/a><\/p>\n<p>A high proportion of women working in hospitality are employed in areas of food and beverages, and they tend to be in low paid jobs, with little hope of career progression. They are also very often precariously employed given that many tend to work part time because they juggle family caring responsibilities and paid work. Chloe Anne-King, organiser of the <a href=\"https:\/\/raisethebar.net.nz\/\" target=\"_blank\" rel=\"noopener\">Raise the Bar (Hospo) Union<\/a>,<a href=\"#_edn6\" name=\"_ednref6\">[vi]<\/a> <a href=\"https:\/\/www.newshub.co.nz\/home\/money\/2021\/07\/ask-for-30-hospitality-workers-have-massive-bargaining-power-right-now-advocate-says.html\" target=\"_blank\" rel=\"noopener\">says<\/a>,<\/p>\n<p>&#8220;<em>I have not worked for one hospitality employer that even had a basic understanding of our employment laws, and now that I&#8217;ve been advocating in it for about three to four years, every single day I am contacted by hospitality with workers that are being paid less than minimum wage.<\/em><\/p>\n<p><em>&#8220;They&#8217;re enduring sexual harassment, bullying on shift. We are subjected to such unsafe working conditions.\u201d<a href=\"#_edn7\" name=\"_ednref7\"><strong>[vii]<\/strong><\/a><\/em><\/p>\n<p>Such unacceptable abuse and exploitation of women does not seem a significant issue for the new government with its low proportion of women in top positions.\u00a0 Brooke van Velden, who will oversee the axing of the Fair Play Agreement, <a href=\"https:\/\/www.newshub.co.nz\/home\/politics\/2023\/12\/brooke-van-velden-unconcerned-by-lack-of-diversity-in-government-leadership.html\" target=\"_blank\" rel=\"noopener\">shows a disregard for some crucial women\u2019s issues in her dismissal of the lack of ethnic and \u2018gender\u2019 diversity<\/a> in the government\u2019s most powerful positions. She says it\u2019s irrelevant because their policies will benefit all New Zealanders.<a href=\"#_edn8\" name=\"_ednref8\">[viii]<\/a><\/p>\n<p>As with the removal of the Fair Pay Agreement, the right-wing government\u2019s coalition agreements will hardly benefit all, and will actually cause further hardship for those already struggling to pay bills. \u00a0For instance, the increased shift in the balance of power and profit <a href=\"https:\/\/www.rnz.co.nz\/news\/political\/503476\/landlord-tax-breaks-will-blow-out-by-1b-ctu\" target=\"_blank\" rel=\"noopener\">in the favour of landlords<\/a> <a href=\"#_edn9\" name=\"_ednref9\">[ix]<\/a> will be detrimental to the well-being of many low-income people, especially women, M\u0101ori, and Pasifika people. Single mothers will be particularly disadvantaged given the way <a href=\"https:\/\/www.makomamamangopare.nz\/\" target=\"_blank\" rel=\"noopener\">they continue to be marginalised and demonised<\/a>,<a href=\"#_edn10\" name=\"_ednref10\">[x]<\/a> and the persistent \u2018gender\u2019 pay gap.<\/p>\n<p>The Fair Pay Agreement would have gone a long way towards reducing the exploitation, underpayment and struggles of low income and precariously employed women.
